The Speaker of Parliament Rt. Hon. Jacob Marksons Oboth Oboth has ordered a fresh audit of the long-stalled Lubowa International Specialised Hospital project, amid renewed concerns over delays and the billions of shillings invested in the facility.
Addressing Parliament, Speaker Oboth directed the Auditor General to take advantage of the opportunity and conduct a fresh audit into the project.
He also ordered that Leader of Opposition Joel Ssenyonyi and his team of MPs be granted access to the hospital site to inspect the progress of the project.

Oboth warned that should the facility’s management deny the legislators entry, he would personally lead a parliamentary delegation to the site.
“So, I direct that the Auditor General takes the opportunity to audit and the LOP should be allowed with his team to go and see what is happening. Should the Lubowa Specialized Hospital facility refuse, Oboth Oboth, the Speaker of Parliament, will lead the team/delegation there.”
The Speaker’s directive followed a request by Ssenyonyi for Parliament to order a fresh Auditor General’s investigation into the project, which has faced repeated delays despite the huge sums of public money committed to it.
Ssenyonyi raised concerns that approximately Shs1.5 trillion has already been invested in the project, yet the hospital remains incomplete. The latest projected completion date is December 2027.
The renewed scrutiny comes as questions continue to surround the project’s progress, expenditure and shifting completion timelines.
However, Government Chief Whip Dr Jane Ruth Aceng responded to Ssenyonyi’s concerns, explaining that the Ministry of Health transferred oversight of the project to the Office of the Prime Minister.
Aceng also told Parliament that the House would soon receive an update on the implementation of the Lubowa hospital project.
With the Speaker now directing both a fresh audit and a parliamentary inspection, the spotlight is once again firmly back on the controversial hospital project.
