Pastor Joseph Sserwadda has urged the Uganda Police Force to investigate two people filmed slaughtering a goat along Entebbe Road near Katabi Junction, offering Shs1 million to support efforts to identify those involved.
The incident was captured in a viral video showing individuals dressed in white slaughtering a black goat by the roadside and collecting its blood in a container.
The individuals are later seen carrying the carcass to a waiting Toyota Fielder before driving away. Traffic continues moving past the scene, while footage also appears to show a police vehicle passing during the incident.
However, the video does not establish the identities of the people involved or their motive. The vehicle’s number plates also appear to have been concealed.
Speaking on Sunday, Sserwadda, the senior pastor of Victory Christian Centre in Ndeeba, called on police to identify and question the individuals.
He offered Shs1 million to support the investigation if authorities lacked fuel or other resources.
“I am going to provide the police with Shs1 million if they say they do not have fuel or resources to look for these people,” Sserwadda said.
The pastor warned that failure to investigate could create the impression that authorities tolerate such practices.
“We shall now believe that the government of Uganda has endorsed witchcraft,” he said.
Sserwadda suspected that the act may have been intended to cast spells on motorists and linked it to possible road accidents in the area. However, the footage does not independently establish the purpose of the slaughter or confirm that it involved witchcraft.
Uganda’s Witchcraft Act distinguishes between criminal witchcraft and legitimate religious or spiritual practices. The performance of a traditional or spiritual ceremony does not, by itself, establish that an offence has been committed.
The incident could also raise questions relating to animal welfare and road safety, depending on the circumstances surrounding the slaughter and the conduct of those involved.
